The Challenges of the PNRR

The combination of architecture and engineering – or the skills of the architect and the engineer – is fundamental in the design of a healthcare facility. In this context, the PNRR (National Recovery and Resilience Plan) or Recovery Fund – in addition to creating new opportunities, has created problems of various kinds: losing sight of investments in technology (initially a priority but then forgotten), the low quality of projects completed too quickly, the excessive quantity of structures financed only to use the available funds. Among the opportunities and positive aspect are the acceleration that the PNRR has given to projects already underway, as happened in Spain, and the strengthening of the very concept of integration – also prompted by prohibitive delivery times – which has forced the engineer and the architect to maintain a constant dialogue with doctors. Ultimately, in designing the project, the architect’s mission is to coordinate the architectural design with the plant and structural design. Moreover, for the projects to be equipped with solutions that aim to improve the future operational management of the facilities (smart hospital), the architect must adopt the principle of flexibility that will also be useful in the construction phase, which must be planned in a simple and rapid way to avoid a situation in which, once finished, the hospital is already obsolete.

SPEAKERS

Giovanni Carretta is the Health Director of the Azienda Ulss3 Serenissima. He is a medical specialist in Hygiene and Preventive Medicine and in Infectious and Tropical Diseases. He was the medical director of the University Hospital of Padua. He is currently a contract professor at the School of Specialisation in Hygiene and Preventive Medicine of the University and of the Degree Course in Audiometric Techniques of the University of Padua. He teaches an introductory course on Healthcare Organisation at the Master in Architettura e Salute with a course on the Italian healthcare system.

Albert De Pineda is one of the leading experts in healthcare architecture at an international level. In 1997 he founded PINEARQ, broadening his experience by speaking at various international conferences and teaching at the Master in Planning and Design of Healthcare Centres at the Universitat Oberta de Catalunya (UOC). Its consolidated team, with over 30 years of experience, present in more than 15 countries worldwide, promotes the development of complex structures for health sciences with the aim of providing solutions characterised by flexibility, modularity and integration.

Samuele Franchini is Sales Business Developer Manager for Italy at Ascom, a global solutions provider focused on healthcare ICT and mobile workflow solutions. He has over 15 years experience in the development and sale of technology solutions, medical devices and services for the healthcare sector, working closely with ICT departments, doctors, pharmacists, biomedical and other industry experts to define tailor-made solutions and services.

Beatrice Gentili is Head of Italian Business Development at Politecnica Engineering ed Architettura Soc.Coop. With a master’s degree in Architecture and Related Services from the University of Florence, she is the director and promoter of business development, an expert with proven experience of working in the field of architecture and engineering, particularly in the healthcare sector.

Filippo Paccanaro is Acting Director U.O.C. Technical and Patrimonial Services at the Azienda Ulss 8 Berica in the province of Vicenza. A graduate in Civil and Environmental Engineering at the University of Padua (2006), he is responsible, among other things, for the highly complex construction site of the new hospital in Arzignano-Montecchio Maggiore. Lecturer on the topic “The culture of engineering and architecture for sustainable healthcare” at the 10th “Technology and Healthcare” National Congress, he is the author of the volume “How Italian healthcare is changing. Proposals for healthcare logistics”.

Mauro Strada has been the technical director and legal representative of Manens S.p.a. since 2023, after having been president, technical director and legal representative of Steam S.r.l. He is a member of the Master in Architettura e Salute board of lecturers. After graduating in Mechanical Engineering in Padua in 1974, he began a long and brilliant university career at the Institute of Technical Physics of the Engineering Faculty of Padua that concluded at the Department of Architectural Constructions of the University Iuav of Venice where he was a full professor until 2010 when he retired to dedicate himself to his profession.

Giampiero Beltotto has been president of the Teatro Stabile del Veneto since 2018. A professional journalist since 1980, he has been engaged in public affairs, institutional relations and industrial relations since 1994. He collaborates with important industrial and business groups, the world of finance and local businesses and national economic categories among which Gruppo Banca Intesa S. Paolo, Gruppo Corvallis S.p.a., Unioncamere Veneto.
